《水动力学研究与进展》和“Journal of Hydrodynamics” 执行编委和副主编2020年度第四次会议纪要

《水动力学研究与进展》和“Journal of Hydrodynamics”(JHD)执行编委和副主编2020年度第四次会议于2021年1月9日(星期六)下午在中国船舶科学研究中心(702所)上海分部102会议室和腾讯网络会议室同时召开。受新冠疫情影响,本次现场会议参与人员仅限于长三角地区的编委,方便与会者当天来回;同时开通在线会议,方便外地编委通过网络参加。

参加会议的有(包括网络参会者):主任委员吴有生;702所党委书记周伟新(编委);副主任委员戴世强、刘桦;顾问编委董世汤、缪国平、颜开;执行主编周连第;执行副主编马峥;英文刊副主编槐文信、卢东强、万德成、吴建华;中文刊副主编陈红勋、鲁传敬、王道增、王一伟、朱仁传、张德胜;执行编委陈彬、范佘明、何国威黄彪李廷秋刘谋斌、刘宇陆、彭晓星、邵雪明孙宝江孙超王本龙、徐辉、谢锡麟、尹海龙、余锡平张宇宁、赵峰、詹杰民、邹早建。编委季斌、王义乾、702所技术基础部刘忠族主任以及编辑部工作人员列席了会议。

一、2020年度主要亮点工作

一)2020年度主要亮点:期刊稳步发展

1)Web of Science数据

2020年6月29日,科睿唯安(Clarivate Analytics)公布了2019年度的全球期刊引证报告,Journal of Hydrodynamics (JHD)的两年影响因子再创新高,升至2.265 (比2018年上涨22.1%);在136种国际力学类SCI期刊中的排名62位,较2018年上升11位,Q3区进入Q2。历年文章在2019年总被引2531次(其中他刊引用占90.3%),较去年1900次上涨33.2%. 自2013年JHD恢复期刊引证报告(JCR)统计以来,影响因子、总被引次数在基本维持他引比例的情况下稳步地发展。

2)“中国最具国际影响力学术期刊”

2020年度获得“中国最具国际影响力学术期刊”荣誉,并在国内获奖期刊中排位于100名以内。这是自2012年起连续九年获此殊荣。

3)从会议中吸收优质稿源,出版专栏,提高期刊的活跃度

受疫情影响,包括ICHD在内的许多国际学术会议延迟,邀请国外论文也面临着很大的困难。尽管如此,今年组织多个了会议专栏。

中文刊:第三十届全国水动力学研讨会的会议专栏论文

二)2020年度主要亮点:克服疫情影响,努力开展学术活动

(1)主办活动:第三十一届全国水动力学研讨会于2020年10月31日至11月2日在福建厦门成功召开。本届会议作为“纪念陈嘉庚先生创办航海教育100周年”学术活动之一,由《水动力学研究与进展》编委会、集美大学、中国力学学会、中国造船工程学会等单位联合主办,《水动力学研究与进展》编辑部、集美大学轮机工程学院、中国力学学会流体力学专业委员会水动力学专业组、中国造船工程学会船舶力学委员会等单位承办,由哈尔滨工程大学期刊社、北京并行科技股份公司协办。来自50余家单位近350名专业人士加了这次盛会。论文集收集论文260余篇,多达2200多页(以往1500~1600页)。在1个主会场,8个分会场,交流7篇大会报告、13篇分会场主题报告、近180篇小组报告。开幕式上宣读了2017-2018年发表的七篇获得“Journal of Hydrodynamics 2019年度高被引论文奖”的论文并颁奖,闭幕式上授予七位研究生“第三十一届全国水动力学研讨会学生优秀论文奖”。

(2)协办活动:Chaos2020通过视频会议的方式如期召开,其中Liutex专场35场报告成为会议的亮点,同时精选论文30篇出版图书一本。2020年,JHD亦作为协办单位参加了在广州召开的“第六届船舶与海洋工程CFD会议”。

三)2020年度主要亮点:办刊能力逐步提升、对外宣传积极扩大

中文刊采编系统自2019年3月正式开通,2020年已全部使用采编系统。实现了采稿(包括约稿),审稿,组版,清样四部分功能。审稿流程包括:执行主编负责来稿初筛和终审,副主编负责初审复审和派送专家同行评议等。工作效率较往年有了较大的提高,出版周期小于9个月。

2020年积极在网站、微信群、中国知网、Springer (公众号)上推送热点研究成果及专栏论文,促进期刊宣传以提高影响力。

四)2020年度主要亮点:各项基金项目执行顺利

2017年申请了上海市新闻出版专项基金,“加快转型发展,引领学科前沿研究”项目获得25万元资助,目前结项材料已提交,近日将进行结题汇报。

2019年获得“中国科技期刊卓越行动计划”资助,2020年度圆满地完成了各项指标要求。

五)2020年度主要亮点:编委会年轻化、活力化

本届(第九届)编委会特色是“老中青”相结合,为了进一步激发编委会的活力,需要不断地吸收“崭露头角”的年青学者加入编委会,并充分发挥其在期刊发展中的作用。

根据第九届换届的精神,对于列席执委会的候补执行编委在晋升正高级职称后可以正式加入执行编委。2020年度,张宇宁、黄彪、徐辉加入执行编委会。

执行编委积极物色青年才俊推荐加入编委会,壮大编委会队伍,增加编委会活力。2020年有20余位新成员加入编委会。

二、2021年度工作要点与计划

1)第32届(2021)全国水动力学研讨会

鉴于全球疫情原因,原计划在2021年举办的“第三届全球华人水动力学学术会议”延期。执行编委会决定本年度举办“第十六届全国水动力学学术会议暨第三十二届全国水动力学研讨会”,并定于2021年10月29日至11月1日在江苏无锡召开,由中国船舶科学研究中心承办。

由于全球疫情的不确定性,邀请国外专家参会可能存在差旅上的难度。执行编委会讨论了多种可能方案,包括线上线下联合举办等。

第32届全国水动力学研讨会期间,还将召开《水动力学研究与进展》第九届编委会第二次会议,期望全体编委们特别新近加盟的编委积极参会,为期刊的发展出谋划策。

2)周培源水动力学奖

为更好鼓励年青学者从事水动力学研究、交流和推广的热情,促进人才培养,执行编委建议,将“周培源水动力学奖三等奖”更名为“周培源水动力学青年奖”,且要求申报人是申请当年不超过40周岁。而“周培源水动力学奖一、二等奖”名称不变,且不限制申报人的年龄段。该项变动获得周培源基金会批准。本届授奖名额不变,即一等奖1名、二等奖1名、青年奖2名。

申报截止日期12月31日(含)之前,共收到22份申请书,其中2人申报一等奖、4人申报二等奖、16人申报青年奖。考虑到今年申报人数较多,执行编委会讨论了评奖实施办法,制定了投票规则:

1)评审委员会维持不变,即由全体执行编委和顾问编委组成。参与申报奖项的评委则不参与本届各层次奖项的投票。投票选项维持不变,包括:同意、反对、弃权。

2)各位评委对一等奖、二等奖,首轮至多投一个同意票(超过一个同意票的选票作废)。在首轮投票中,得到半数同意票者则获得奖项。二等奖未有候选人获得半数同意票,则取票数前两名进行第二轮投票。一等奖首轮、二等奖的第二轮投票中,如果两位候选人获得的同意票数接近且都未过半数,则由执行编委会主任委员副主任委员协商。

3)各位评委对青年奖,首轮至多只投四个同意票(超过四个同意票的选票作废)。如果仅有两人获得超过半数的同意票,则这两名获得奖项。如果只有一名过半数,则对第二第三名再进行第二轮投票选取一名获奖者。如果有超过三名的票数超过半数、或者无人过半数,则对票数前三名进行第二轮投票选取两名获奖者。

周培源水动力学奖评选及颁发时间节点为:2020年12月31日 奖项申报截止;2021年1月31日~2021年3月31日 第一轮投票;2021年4月30日~2021年5月31日 第二轮投票;2021年7月15日 公布初步评选结果,并上报基金会;2021年10月29日 在全国水动力学研讨会上颁发。
